PROBLEM
Point data with character markers published from ArcMap to ArcGIS Server or ArcGIS Online are missing symbology when consumed in ArcGIS Apps (Collector, Explorer, Runtime apps) or as web maps.
Esri has determined that applying recent Microsoft Windows security patches KB4503286 or KB4503276 to the client machine (if publishing to ArcGIS Server) or the server machine (if publishing to ArcGIS Enterprise) causes certain functions in Windows GDI that pertain to font processing to fail on metafiles generated from ArcGIS Desktop during the publishing process. This failure results in empty markerGraphics information in the published services, resulting in missing symbology when maps are consumed in ArcGIS apps or web maps.
Esri developers worked with Microsoft to determine the root cause of the failure after the security patches were applied, and released a general patch to address the issue in Esri products.
