PROBLEM
When creating a web map in ArcGIS Online or Portal for ArcGIS, you can configure the map. For instance, you can change the layer style, configure pop-ups, or configure labels. The web map can be used in different ArcGIS field apps such as ArcGIS Field Maps. If the layers have sync enabled and the map is enabled for offline use, offline areas can be downloaded from web map settings or from the Field Maps app to a mobile device. However, the labels on the offline map may display differently than what was configured on the web map.
If labels have been configured for the layer from the Visualization tab in ArcGIS Online, or by saving the layer with labels from a map, while the map displays labels the same as the web map when it's used online, if you download an offline area, the offline map displays labels as they were configured on the layer instead of the map. This difference between the online and offline maps is shown in the image below.
To see the labels from the web map on the offline map in ArcGIS Field Maps, remove the labels from the layer on the Visualization tab and save the layer without labels.
