Nothing happens when I try to insert legend, north arrow, scale bar, or scale text

Description

When I try to insert a legend, north arrow, scale bar, or scale text using the Insert menu nothing happens.

Cause

The active data frame is grouped with other elements.

Solution or Workaround

Select the group element that contains the active data frame in the layout, right-click on it and click ungroup.

Now you will be able to insert map surrounds.
