No option to “Select Existing Locator” when adding a Locator as a Utility Service in ArcGIS Online or ArcGIS Enterprise

Description

When adding a locator as a Utility Service in ArcGIS Online or ArcGIS Enterprise, the “Select Existing Locator” option may not be available:

Cause

This behavior occurs when:

• No locator item exists in the portal, or
• The existing locator item does not have the appropriate sharing level set (Organization or Everyone)

If the locator is not available as a portal item or is not visible to the organization, there will be no option to “Select Existing Locator”.

Solution or Workaround

Add the locator as a new item

If the locator has not yet been added to the portal, create a new item using its REST URL.

1. Sign in to ArcGIS Online or ArcGIS Enterprise.
2. Navigate to Content.
3. Click New Item > URL.
4. Paste the locator REST endpoint (GeocodeServer URL), for example:

https://webadaptor.domain.com/arcgis/rest/services/folder/servicename/GeocodeServer

5. Click Next.
6. Confirm the item type is recognized as Locator.
7. Provide a title and summary.
8. Click Save.
9. Open the new locator item and click Share.
10. Share the item with either:
    • Organization (minimum requirement), or
    • Everyone (public)

Once added and shared properly, the locator becomes available as a selectable item.

After confirming that a locator item exists and is shared correctly:

1. Navigate to Organization > Settings > Utility Services.
2. Under Geocoding, click Add Locator.
3. Choose Select Existing Locator.
4. Select the desired locator from the list.
