Maximum sample size reached. Not all records are being used in ArcMap

Error Message

Symbolizing using graduated colors or graduated symbols in ArcMap returns the following error:

Error:   
"Maximum sample size reached. Not all records are being used. 
Use this sample or change maximum sample size."

Cause

The sample size for the data exceeds the maximum sample size specified in the Symbology tab.

Solution or Workaround

1. Right-click the layer in the table of contents and click Properties.
2. Click the Symbology tab and click Quantities in the Show box.
3. Symbolize the data with graduated colors or graduated symbols.
4. Click the Classify button to display the Classification dialog box.
5. Click the Sampling button.
6. Set the maximum sample size to any number greater than or equal to the amount of features in the layer.
7. Click Apply and OK.
