Labels tab not present for temporal data
Description
The labels tab is not present for temporal layers that have no event field selected.
Cause
Tracking Analyst sees all the features as unrelated and assumes there is no need to label unrelated points.
Solution or Workaround
Add a field with a constant value and then use it as the event field in the temporal layer set up.
