Is there a way to find a list of users accessing ArcGIS Server Manager in ArcGIS for Server 10.1?

No, ArcGIS for Server 10.1 by design does not show the list of users that are currently accessing ArcGIS Server Manager.

The ArcGIS Server Manager logs show only the failed login attempts, but without the usernames of the users who have failed login.

However, only an administrator or publisher can log into ArcGIS Server Manager. No other user except a primary site administrator can access ArcGIS for Server.
