Is there a difference in an ArcXML map and viewer configuration file, request, or response when the encoding is set to "UTF-8" or "UTF8"?

Answer

The first line of an ArcXML statement is required to include the XML version and encoding information:

<?xml version="1.1" encoding="UTF-8"?>

UTF-8 and UTF8 can be used interchangeably. Author and ArcExplorer—Java Edition write out configuration files with encoding="UTF-8". Responses from the Spatial Server are returned with encoding="UTF8".
