Is license borrowing available with the new License Manager?

No. When using the new License Manager's (FLEXnet Publisher v11.4) LMTOOLS, although a borrowing tab exists, license borrowing has not been enabled for the ArcGIS 9.x software at this time. This is a feature we plan to enable at a post 9.3 release.
