Is it possible to import a map service from ArcGIS for Server to CityEngine?

No, it is not possible to import a map service from ArcGIS for Server to CityEngine. There are currently no service types supported to include map, image, and tile services. Shapefiles and file geodatabases are currently the only supported formats.

As an alternative, extract the data from the map service by exporting the features to a shapefile in ArcMap, and import the shapefile to CityEngine.
