Installing ArcGIS Solutions in a high availability configuration of ArcGIS Enterprise, the ArcGIS Solutions gallery is empty

Description

When ArcGIS Solutions for ArcGIS Enterprise is installed in a high availability configuration of ArcGIS Enterprise, the ArcGIS Solutions gallery appears empty. 

Note:
ArcGIS Solutions for ArcGIS Enterprise is only available for install on ArcGIS Enterprise 10.9 and 10.9.1 (Windows, Linux).

Cause

This is a known issue in a high availability configuration of ArcGIS Enterprise, and is associated with a known defect, BUG-000147009.

Solution or Workaround

Currently, there is no workaround for this issue.  If you are experiencing this problem, please contact Esri Technical Support.
