In ArcGIS 9.2 and later, the Continuous Zoom/Pan tool does not function as it did in ArcGIS 9.1 in Layout View

Description

The Continuous Zoom/Pan tool does not function the same in ArcGIS 9.2, and later as it did in ArcGIS 9.1, when used in the ArcMap Layout View.

In ArcGIS 9.1, the data in the active data frame would zoom in and out by holding down the left mouse button. In ArcGIS 9.2 and later, holding down the left mouse button zooms the layout page in and out.

Cause

The operation of the Continuous Zoom/Pan tool has changed slightly in ArcGIS 9.2 and later.
