HTTP Status 503 - Web services handler not initialized

Error Message

When accessing a Web service endpoint or attempting to make an Internet connection to the ArcGIS Server Map services for the Java platform, the following error message is displayed:

"HTTP Status 503 - Web services handler not initialized"

Cause

The Java Web service handler is unable to connect to the ArcGIS Server Object Manager (SOM) process.

Solution or Workaround

To fix this error, run the ArcGIS Server Post Install Program. The instructions for the various platforms are provided below.

UNIX/Linux Platform:

1. Log in as the root user.
2. Open a terminal console and change directory to the ArcGIS installation folder.
3. Change the directory to the scripts folder.
4. Run the ServerConfig script.


Windows:

1. On Windows, click Start > All Programs > ArcGIS > ArcGIS Server for the Java Platform > GIS Server Post Install.
2. For help on running the post install, refer to the Administering the server > Getting started after install topic in ArcGIS Server Web help.

After completing the above steps for the corresponding platform, launch a new Web browser session and access the following URL:

http://[host_name]:8399/arcgis/services?wsdl

This URL returns an XML document indicating that the Web services handler is now working properly.
