Below is a description on how to set the elevation values in ArcCAD to display a theme in 3 dimensions.
Use the ARCLINES command to display arc features for a specified line theme.

The ARCLINES command creates polyline, arc and circle entities in the current AutoCAD drawing. Entity-feature links are based on the current link mode. See ArcCAD Command Reference, "Arclines".
