How to create a Route Layer in ArcGIS Pro for use in ArcGIS Navigator

Last Published: March 18, 2026

Summary

This article provides a step-by-step guide to create a route layer in ArcGIS Pro, publish it to ArcGIS Online or ArcGIS Portal, and use it in ArcGIS Navigator.

Note:
A valid Network Analyst license is required in ArcGIS Pro to create a route layer.
Note:
The specific location used for creating stops can affect how the route is displayed in ArcGIS Navigator. Refer to ArcGIS Pro: Routing with StreetMap Premium in ArcGIS Pro for more information.

Procedure

Create the route layer in ArcGIS Pro

  1. Launch ArcGIS Pro.
  2. In the Analysis tab of the ribbon, navigate to the Workflows group and click Network Analysis.
  3. Select Route. The new route is added to the Contents pane.
  4. Select the route layer (called 'Route' by default) in the Contents pane, then navigate to the Route Layer contextual tab on the ribbon.
  5. In the Input Data group, beside Import Stops, click Create Features.
  6. In the Create Feature pane, under Route: Stops, click Stops.
  7. Create stops. Refer to ArcGIS Pro: Create point and multipoint features for more information. Click Finish Finish icon when done.
  8. In the Edit tab, click Save.
  9. In the Route Layer contextual tab, in the Analysis group, click Run. This will create a route with the stops starting from the first point to the last point.

Publish the route layer to ArcGIS Online or an ArcGIS Enterprise portal

In the Route Layer contextual tab, in the Share As group, click Route Layers to share the route layer. Once published, it will appear in the ArcGIS Online or ArcGIS Portal as a route layer. It will be available in ArcGIS Navigator but won't be visible until the map of the location used is downloaded in ArcGIS Navigator.

Use the route layer in ArcGIS Navigator

  1. Sign into ArcGIS Navigator.
  2. Search for and download the MMPK which covers the area used for the route.
  3. Open the downloaded map. The route layer will display on it.
Note:
If the MMPK file is not downloaded, the route layer will not display.
