Though unsupported, classified organizations currently need a stop-gap licensing solution facilitated by the Esri Secure Support group, often referred to as 'alternative' licensing. This method involves using a fax machine, pen/paper, etc., to perform Offline Authorization of both ArcGIS License Manager and ArcGIS Desktop products. Server licensing does not involve a machine ID; thus it does not currently require this same level of effort.

Procedure

Unlike Concurrent Use, no major changes occurred within the authorization process for Single Use (ArcGIS Desktop/ArcGIS Engine) products. The information below is accurate for alternative Offline Authorization for 10.0 SP2 at the time of this writing (7/7/2011).

  1. Create an 'authorize.txt' file.

    A. Launch the Software Authorization Wizard (Start > Run > 'C:\Program Files\ArcGIS\License10.0\bin\SoftwareAuthorizationLS.exe').
    B. Choose 'I need to authorize licenses on my License Server,' '... ArcGIS Desktop,' or '... ArcGIS Engine.'
    C. Choose 'Authorize at Esri's Website...'

    Note:
For more information go to Offline Authorization.

    D. At the Authorization Information step, enter only the following values:

    Code:
    First Name: N
    Last Name: N
    Organization: N
    City: N
    State/Province: N
    Zip/Postal Code: N
    Location: United States
    Phone Number: N
    Email: N

    E. At the Authorization Information (continued) step, enter only the following values:

    Code:
    Your Organization: U.S. Federal Government/Tribes
    Your Industry: Other
    Yourself: Other

    F. Choose "Save..." to save the authorize.txt file.

  2. Obtain and modify the 'authorize.txt' file.

The authorize.txt file that is generated will be structured as shown below. Obtain the highlighted portions from the customer, and replace them to generate a modified authorize.txt file.

<SECTION BELOW OCCURS ONCE PER FILE>
    [O-Image] Step 2-a
<SECTION BELOW REPEATS FOR EACH LICENSE>
    [O-Image] Step2-b
<SECTION BELOW REPEATS FOR EACH LICENSE>
    [O-Image] Step 2-c
    <END OF FILE>
  3. Upload the 'authorize.txt' file.
The file created in Step 1 above, must be uploaded to https://service.esri.com/drm. If successful, an 'authorize.respc' file is returned.

  4. Apply the 'authorize.resps' file.
    A. On the system that originally generated the 'authorize.txt' file, double-click the 'authorize.respc' file.
    B. Click Next through the dialog boxes until the last screen (marked with a Finish button).
    C. If successful, the requested authorizations will appear.
