How can a drive time point reside outside of a drive time polygon in ArcGIS Business Analyst?

In ArcGIS Business Analyst, there can be instances where a drive time polygon shapefile can be generated that does not include the store and/or customer point shapefile that it was based upon.

This generally occurs when a given point shapefile is located in an area where there are few streets nearby and the Network Analyst solver snaps to a limited access interstate as is demonstrated in the following example:
