Geodatabase layer packaging does not create a terrain dataset

Description

The data source for ArcGIS 9.3.1 terrain datasets breaks after unpacking because the underlying terrain dataset is not created in the ArcGIS 9.3.1 geodatabase during layer packaging.

Cause

This is a known issue in ArcGIS 10.

Workaround

Install ArcGIS 10.0 Service Pack 1.
