Geocoding toolbar in ArcMap is not showing any locators

Description

When opening the Geocoding toolbar in ArcMap and there are default locators set in the DefaultLocators.xml file, these should be listed in the toolbar. However, ArcMap sometimes opens and only lists <Add Address Locator...> on the Manage Address Locators drop-down on the Geocoding toolbar, even though the DefaultLocators.xml file exists and lists other locators.

Cause

This can occur when the DefaultLocators.xml has become corrupted. 

Solution or Workaround

To resolve this:
  1. Send a DefaultLocators.xml file from an environment not experiencing this issue.
    • Use any DefaultLocators.xml from an account that is able to see the locators populate the drop-down in ArcMap's Geocoding toolbar.
  2. Navigate to the DefaultLocators.xml file in:
C:\Program Files (x86)\ArcGIS\Desktop10.x\Locators

  1. Rename or delete the old DefaultLocators.xml.
  2. Replace it with the new DefaultLocators.xml it in the same path as in Step 2, above.
  3. Restart ArcMap.

This should allow editing the new DefaultLocators.xml and successfully adding locators to the list.
