Feature layer query response caching

Description

ArcGIS Enterprise 10.9 introduced the ability to create an object store using ArcGIS Data Store and configure layers in hosted feature services to have query responses be cached. This functionality will be removed and will not be available in ArcGIS Enterprise 10.9.1. 

Recommendation

Customers who have been using this functionality with ArcGIS Enterprise 10.9 should prepare for the capability to go away in ArcGIS Enterprise 10.9.1. Esri intends to reintroduce this functionality again at a later release.
