Why doesn't the streets.sdc layer print?

This is a known issue in the original license provided with ESRI StreetMap Premium North America NAVTEQ and ESRI StreetMap Premium Europe NAVTEQ. In ArcMap, when printing a map that includes the streets layer (street.sdc), the streets layer isn't included.

Users encountering this problem need to obtain a new license from customer service.
