Why doesn't the spatial location of a TIFF image change after adding or updating the world file?

Answer

TIFF images may have internal georeferencing in the form of GeoTIFF tags. These are specialized TIFF tags that store geospatial parameters for the image. In ArcGIS, the GeoTIFF tags, if present, are used in precedence over any georeferencing information specified in a world file.
