FAQ: Why Can't a Map That Includes the streets.sdc Layer Be Exported or Converted to a Vec

This is a known issue in the original license provided with ESRI StreetMap Premium North America NAVTEQ and ESRI StreetMap Premium Europe NAVTEQ. Users cannot export a map that includes the streets layer (streets.sdc) to any vector format available in ArcMap: Adobe Illustrator (AI), Enhanced Metafile (EMF), Encapsulated PostScript (EPS), Portable Document Format (PDF), or Scalable Vector Graphics (SVG). Users also cannot convert a map that includes the streets layer (streets.sdc) into a Keyhole Markup Language (KML) file.

Users encountering this problem need to obtain a new license from ESRI Customer Service.
