FAQ: When Layers Are Added from ArcCatalog, Why Aren't They Added to the Bottom of the TOC

Answer

Dragging and dropping layers from ArcCatalog into a map's Table of Contents (TOC) does not honor the rules for newly added data; that is, point layers on top of line layers and polygon layers on the bottom. Data is placed where it is dropped, so be sure to drop the data where it belongs in the TOC.
