Is it possible to use all the ArcGIS Living Atlas of the World web services offline?

Answer

No. It is not possible to use all the ArcGIS Living Atlas of the World web services offline. The Living Atlas of the World layers contain web services such as image services, map services and feature services. The image services and map services are not allowed to be used offline because of the Terms of Use specified in the layer description. However, feature services in ArcGIS Living Atlas of the World can be used offline.

To do so, obtain a copy of the data from the organization supplying the data, and publish the data as a feature layer to ArcGIS Online. Alternatively, convert the feature service from ArcGIS Living Atlas of the World to a local feature class by following the steps below.

  1. In ArcGIS Pro, create a map with the ArcGIS Living Atlas of the World feature service.
  2. Extract the feature service to a local feature class using the Feature Class To Feature Class geoprocessing tool. Refer to ArcGIS Pro: Feature Class To Feature Class (Conversion) for more information.
  3. Publish the extracted feature layer to ArcGIS Online.
  4. In ArcGIS Online, create a web map with the feature layer from Step 3. Refer to ArcGIS Online: Get started creating maps for more information.
  5. Enable the web map and the layers for offline use. Refer to ArcGIS Online: Take web maps offline for more information.
