Yes, it is possible to share an ArcGIS Survey123 survey's feature layer between Portal for ArcGIS and ArcGIS Online organizations using distributed collaboration. However, the following conditions apply:

• The host must be from ArcGIS Online to set up a collaboration for an ArcGIS Enterprise and ArcGIS Online collaboration.
• The two-way edit for the shared survey's hosted feature service layer is available for ArcGIS Enterprise version 10.9 and above. For previous versions, the ArcGIS Online organization participating in a collaboration shares the hosted feature layer views as copies.
