How does ArcGIS Administrator discover or find the license server?

Answer

ArcGIS Administrator first checks the 'hosts' file located in: C:\Windows\System32\drivers\etc\ for any entries that designate the IP for the License Manager. If there are none for the License Manager name, it checks the DNS for an entry. If that fails, ArcGIS Administrator puts out a broadcast message looking for the License Manager on the subnet.
Note: 
There is a time limit in which ArcGIS Administrator must receive a response from the License Manager or it determines that none are available.

This is why Esri recommends that customers 'lock' the License Manager to specific ports in the service.txt file. For License Manager 2018.1 the location for this file is:

C:\Program Files (x86)\ArcGIS\LicenseManager\bin
The port added on the second line of the service.txt file should be in the range of 27000-27009. It cannot be the same as the port in the first line.
