Yes, when upgrading to ArcGIS Desktop version 9.3.x, the ArcGIS License Manager must be upgraded to version 11.4 or 11.6.
The newest version of the License Manager (FLEXnet Publisher v11.6) also works with ArcGIS Desktop 9.0, 9.1, and 9.2.
To find out which version is currently being used, open License Manager Tools, click on 'Help', and select 'About'.
With ArcGIS Desktop 9.3, it is required to use the new ArcGIS 9.3 License Manager, which is available on the installation media. The ArcGIS 9.3 License Manager can also be used with previous ArcGIS Desktop 9.x installations.
There is no requirement to upgrade the License Manager when upgrading from ArcGIS Desktop 9.0 or 9.1 to 9.2 (if the License Manager was originally installed with ArcGIS Desktop 9.0, 9.1 or 9.2), but due to updates in the latest License Manager version, it is strongly recommended to use the latest version available.
If the ArcGIS License Manager is set up for permanent floating licenses for ArcGIS ArcView, ArcEditor, or ArcInfo, there is no need to get new key codes when updating ArcGIS software. Floating licenses for ArcGIS 9.x are valid for any 9.x version, as long as they do not have an expiration date and are expired.
If using the newer, keyless License Manager instead of the previously used keyed License Manager, a new version of the license files will need to be requested.
It is necessary to acquire new key codes if additional extensions or licenses need to be added that have not been licensed before.
When upgrading from ArcGIS 8.x to 9.x, and specifically when upgrading to ArcGIS 9.3.x, see the ArcGIS Installation Guide and the License Manager Guide for the steps on how to install the newer version of the ArcGIS License Manager. Contact Customer Service for a new license file.
A new registration code is required to upgrade ArcGIS ArcView or ArcEditor Single Use, also known as Fixed License, to a new version, such as ArcGIS 9.1 to ArcGIS 9.3. Contact Customer Service if a new registration code is needed.
