No, it is not possible to disable zooming when double-clicking a record in the attribute table in ArcGIS Pro. By default, this action selects the record and causes the map view to pan and zoom to the feature, resulting in a change in the map scale.
However, in certain scenarios, scale changes may interfere with interpretation. For example, when reviewing multiple building footprints at a fixed scale for comparison, unintended zooming can disrupt the spatial context.
As an alternative, instead of double-clicking the record, use the Pan To option. This option pans the map view to the selected feature without zooming, allowing the map scale to be retained.
Note: Optionally, use keyboard shortcuts such as Ctrl + N to pan the view to the active feature and flash the corresponding location. Alternatively, press Ctrl and double-click the leftmost column of the data grid to pan the view and select the associated feature.
