No, not all widgets added to the Widget Controller widget in ArcGIS Experience Builder can be freely repositioned on the page layout. When opened from the controller panel, certain widgets, such as the Timeline and Date Filter widgets, appear in a fixed panel and cannot be dragged or resized independently, causing them to overlap with other widgets.
As an alternative, use one of the workflows provided to improve the widget placement and usability.
Move the Widget Controller widget manually
In ArcGIS Experience Builder, open the web experience and move the Widget Controller widget to a position on the page layout where the widget can be displayed without overlapping other widgets, as it opens relative to the position of the Widget Controller widget. Optionally, change the direction of the widget's display in the controller from the Widget Controller configuration panel.
The experience below shows the Timeline widget panel when the widget icon is clicked.
