Having both the Legend and Bookmarks panes displayed automatically by default eases navigation when viewing the Map Viewer. The panes provide important context and navigation aids, making it easier for users to understand the map's content and access predefined locations or views. However, the Legend and Bookmarks panes cannot be displayed simultaneously upon opening ArcGIS Online Map Viewer. This is by design, as both the Legend and Bookmarks panes are docked in the same position.
This article provides an example and instructions using ArcGIS Instant Apps or ArcGIS Experience Builder with the existing web map to ensure the legend and bookmark windows or panels display automatically when opening the web app or web experience.
Using the Insets template in ArcGIS Instant Apps
- Sign in to ArcGIS Online, and create an Instant App with the Insets template. Refer to ArcGIS Instant Apps: Choose an app template for more information.
- On the right side of the page, toggle Express off to access all the configurable settings for the app in Instant Apps.
- Click Insets, and under Custom layout, click Import bookmarks. The bookmarks created in ArcGIS Online Map Viewer are automatically imported to the map.
- Click About > Location details.
- Toggle on Legend and Open legend when app loads.
- Click Theme & Layout > Position manager. Drag the Inset and Legend widgets to reposition them in the desired locations. In this example, Inset widgets are repositioned on the top left and the Legend widget is repositioned on the bottom right of the canvas.
- Click Publish to save the configuration.

Using the Blank fullscreen template in ArcGIS Experience Builder
- Sign in to ArcGIS Online, and create a web experience from the existing web map with the Blank fullscreen template.
- In the Insert widget panel, drag and drop the Bookmark widget to the canvas.
- On the Bookmark panel, configure the required settings.
- In the Content tab, select the template and click Start.
- Under Select a Map widget, click the drop-down list to select the existing map.
- Under Bookmark drawing display, check Display bookmarks from web map to import the bookmarks created in ArcGIS Online Map Viewer. Edit other necessary configurations.
- In the Insert widget panel, drag and drop the Legend widget to the canvas.
- On the Legend panel, under Select a Map widget, click the drop-down list to select the existing map.
- Save and publish the web experience.

Using the Quick navigation template in ArcGIS Experience Builder
- Sign in to ArcGIS Online, and create a web experience from the existing web map with the Quick navigation template.
Note:
Ensure the ‘Lock layout’ button in the header bar is toggled off.
- On the left side of the canvas, edit the text on top. In this example, the title is renamed as Legend.
- Click the default Views Navigation widget and delete the widget from the canvas.
Note:
Delete View 2 and View 3 from the Section widget. To do so, click Page and navigate to the Outline section of the Page panel. Expand Section then delete View 2 and View 3.
- In the Insert widget panel, drag and drop the Legend widget to the canvas.
- On the Legend panel, under Select a Map widget, click the drop-down list to select the existing map. Edit the size of the widget to the desired display size.
- On the right side of the canvas, click the Bookmark widget.
- On the Bookmark panel, configure the required settings.
- In the Content tab, under the Select a Map widget section, delete the existing bookmarks.
- Under Bookmark drawing display, check Display bookmarks from web map to import the bookmarks created in ArcGIS Online Map Viewer. Edit other necessary configurations.
- Save and publish the web experience.
