No, it is not possible to print a dashboard directly from ArcGIS Dashboards, as there is no built-in feature for direct printing from the web app. To work around this, the dashboard can be printed using two other web apps available in ArcGIS Online, that is, ArcGIS Experience Builder and ArcGIS Insights, or using the browser's print feature.
In ArcGIS Experience Builder, adding a Button widget to an Embed widget containing a dashboard link provides a convenient print option for dashboard views. Refer to Esri Canada: Printing from ArcGIS Dashboards? Let me show you how to do it for instructions. This method allows the user to capture and print specific views of the dashboard.
Note: This workflow requires the ArcGIS Insights license. Refer to ArcGIS Insights: ArcGIS Administration of Insights in ArcGIS Enterprise and Insights in ArcGIS Online for more information.
In ArcGIS Insights, create a workbook with the same data as the dashboard and print the data. Refer to ArcGIS Insights: Create a workbook and ArcGIS Insights: Print a report for instructions.
Note: Esri recommends organizing the workbook content so the card dimensions fit the preferred printing layout, ensuring an accurate display of elements in the printed output.
Open the dashboard in ArcGIS Dashboards and use the browser’s built-in feature to print the dashboard. However, note that the print feature may have limitations and certain elements of the dashboard may be excluded due to the size of the print display.
Note: Optionally, a data-driven element from the dashboard can be printed from a local machine by downloading it as a CSV file to the local drive.

Note: Several attempts to specify an appropriate paper size may be necessary to ensure all the elements from the dashboard are included in the browser's print preview.
