Error: Failed to Register with the Geodatabase

Error Message

The following error may occur while attempting to run the 'Register with the Geodatabase' command in ArcCatalog on an annotation layer.

"Register with Geodatabase
Failed to register with the Geodatabase."

Cause

The error occurs if the annotation layer is in the ArcSDE 3.x format. ArcSDE 3.x annotation cannot be converted to geodatabase annotation

Solution or Workaround

ArcSDE 3.x annotation is created by the cov2sde SDE Administration command. To convert the coverage annotation to geodatabase annotation, use the Convert Coverage Annotation command in ArcToolBox instead of the cov2sde command.
