The geometry for a turn cannot start or end at a junction

Cause

The turn editor is mistakenly using the spatial reference's tolerance setting, which is in map units, to determine the closeness of a edit sketch to a junction.

For example, if the tolerance is 0.2 feet, then anything between 0%-20% or 80%-100% along the edge is considered too close to the junction.
