ERROR
When starting a service from ArcGIS Server Administrator Directory or ArcGIS Server Manager, the following error message is returned:
Error: Service failed to start The server was unable to access the URL 'https://machine.domain.com:6443/arcgis/services'. Please check your firewall and security settings. For more information, see the ArcGIS Server help topic Ports used by ArcGIS Server. You can access this topic in the table of contents by navigating to Administering ArcGIS Server > Securing your ArcGIS Server site > Configuring a secure environment for ArcGIS Server.
ArcGIS Server logs return the following error message:
Error: A connection with the server could not be established (WinINet Error while using HTTPS security. 12029), URL = https://machine.domain.com/arcgis/rest/services
Transport Layer Security (TLS) 1.1 and TLS 1.2 are not enabled in the Internet Options for the ArcGIS Server Windows service account in the local machine. The ArcGIS Server Windows service account is a local machine account, where the security settings are specific to the account, and are not controlled by domain settings.
