Service failed to start

Error Message

When starting a service from ArcGIS Server Administrator Directory or ArcGIS Server Manager, the following error message is returned:

Error:   
Service failed to start
The server was unable to access the URL 'https://machine.domain.com:6443/arcgis/services'. Please check your firewall and security settings. For more information, see the ArcGIS Server help topic Ports used by ArcGIS Server. ArcGIS Server logs return the following error message:

A connection with the server could not be established (WinINet Error while using HTTPS security. 12029), URL = https://machine.domain.com/arcgis/rest/services

Cause

Transport Layer Security (TLS) 1.1 and TLS 1.2 are not enabled in the Internet Options for the ArcGIS Server Windows service account in the local machine. The ArcGIS Server Windows service account is a local machine account, where the security settings are specific to the account, and are not controlled by domain settings.

Solution or Workaround

Follow the steps below to resolve the issue.

1. Navigate to the Internet Explorer executable file location.
2. Hold Shift and right-click iexplorer.exe. Select Run as Different User. A Windows Security window displays.
3. Enter the username and password for the ArcGIS Server Windows service account, and click OK to launch Internet Explorer.
4. Navigate to Settings > Internet Options. The Internet Options window displays.
5. Click the Advanced tab, and scroll down to Security.
6. Check the Use TLS 1.1 and Use TLS 1.2 checkboxes. Click Apply.
