A GetFeatureInfo request on non-English locales and/or services with non-English data, responds with "???" in place of field values, or responds with:

"Error sending FeatureInfo response.Exception in FeatureInfo reply invalid byte 1 of 1-byte UTF-8 sequence (0Xa1)".
