Request error 403 Request not made over ssl

Cause

This error occurs when an HTTP URL is used in the submission URL of the XLS form in the survey. ArcGIS Online enforces the HTTPS Only default setting and no longer supports HTTP. Refer to Important Updates for ArcGIS and HTTPS Only Enforcement for more information.

Solution or Workaround

Note:
If the feature service is not available in HTTPS, the address cannot be used in the submission URL of the XLS form..

On the Settings tab of the XLS form of the survey, change the submission URL from HTTP to HTTPS in the submission_url column.

Using HTTPS in the address for the submission URL.
