Portal for ArcGIS: You do not have permissions to access this resource

Error Message

When an administrator attempts to delete an organization member in Portal for ArcGIS, the following error message is returned:

You do not have permissions to access this resource.

Cause

The user counts in the portal's index and the database store do not match. This causes Portal for ArcGIS to not recognize the organization member.

Solution or Workaround

Apply the steps provided below to resolve the issue.

1. Log in to the Portal Administrator Directory as an administrator using the following URL:

https://<webadaptorhost>.<domain>.com/<webadaptorname>/portaladmin

2. On the Home page, for Resources, click System > Indexer.
3. For Supported Operations, click Reindex.

4. Click the Mode drop-down list and select User.
5. Click Reindex.
