This error occurs when running the MAPEXTENT command with xmin, ymin, xmax, and ymax values:

No features present in cover(s), mapextent unchanged.

Cause

The cause is an error in specifying the x,y coordinates, the maximum value of either x or y is smaller than the minimum value.

Solution

Make sure the maximum coordinate values are larger than the minimum values.
