Error Message

Attempts to generate a license file for Portal for ArcGIS in My Esri fails and the following error message is returned:

Cause

The error occurs when the license file generation workflow does not have an eligible user type available for the initial administrator account due to an existing Portal license file configuration.

When generating a new license file, the required user type (for example, Creator) appear unavailable or disabled in My Esri, preventing the license file generation workflow from completing.

Solution or Workaround

Cancel and regenerate the Portal license file

1. Cancel the existing Portal license file in My Esri. Refer to How To: Cancel license files for Portal for ArcGIS in My Esri for instructions.
2. Create a new Portal license file in My Esri and ensure the correct user type is selected. Refer to ArcGIS Enterprise on Windows and Linux: Obtain a portal license file for more information.
3. Import the new license file into the ArcGIS Enterprise portal. Refer to ArcGIS Enterprise on Windows and Linux: Import licenses for instructions.

Edit the existing portal license file

Edit the Portal license file in My Esri to ensure the required user type is selected. Then, import the edited license file into the Enterprise portal. Refer to How To: Edit license files in My Esri for Portal for ArcGIS 10.7 and later versions for instructions.
