MKDB, SCHEMAEDIT and WS START cause Dr. Watson error

Error Message

Issuing the command MKDB, SCHEMAEDIT or WS START is causing a Dr. Watson error. The message box that appears will show that an error has occured in one of the following:asutility.exe
se.exe
asmaster.exe

Cause

The TEMP and TMP variables were not set and initialized properly when installing the Portmap and Wservice services.

Solution or Workaround

1. Un-install both the Portmap and Wservice services.
   
2. Ensure that the TEMP and TMP are set to a valid drive location as system variables. This is done in the Control Panel under System Properties.
3. Reboot the machine.
4. Install and start the Portmap Service.
   
5. Install and start the ArcStorm Weather Service.
