Failed to create tool object

Error Message

Attempting to execute a tool from the Coverage Tools toolbox, returns the following error message:"Failed to create tool object"

Cause

ArcInfo Workstation has not been installed on the computer.

The tools in the Coverage Tools toolbox are run by executing ArcInfo Workstation commands. In order to run these tools, ArcInfo Workstation software must be installed on the computer, in addition to ArcGIS Desktop - ArcInfo.

Solution or Workaround

Install ArcInfo Workstation.

Warning:
ArcInfo Workstation must be installed by a user with Administrative permissions on the computer.

  1. Close down all programs running on the computer.
  2. At version 9.2 and 9.3, insert the ArcGIS Desktop installation DVD into the computer DVD-ROM drive, click ArcInfo Workstation and follow the prompts. Skip to step 4.
  3. At version 9.0 and version 9.1, insert the first ArcInfo Workstation in the CD-Rom drive, and follow the prompts. Insert the second disk when prompted.

    Warning:
    ArcInfo Workstation cannot be installed in a location with spaces in the path. It is recommended to install to the default location of C:\arcgis.

  4. When the installation has completed, reboot the computer.

    Note:
    For ArcGIS Desktop versions 9.x, the Coverage Tools must be added manually to ArcToolbox. See the link in the Related Information below for a procedure to add the Coverage Tools.
