Error opening dataset

Error Message

Trying to add a coverage whose name contains Japanese (multi-byte) characters does not work in ArcMap. The Add Data dialog box and ArcCatalog shows squares in place of the Japanese characters. Attempting to add the coverage to a map fails with this message:"Error opening dataset"

Cause

The Japanese characters in the coverage name are not interpreted correctly.

Solution or Workaround
