When cloning the default Python environment in ArcGIS Pro, the cloning fails with the following error returned:

Cause

The access level used to run ArcGIS Pro lacks the permission to install some Python packages.

Solution or Workaround

Run ArcGIS Pro as an administrator, and clone the default Python environment.
