ERROR
When running a route analysis using Network Analyst either in ArcGIS Pro or ArcMap, if a start time is specified and the Stops are in different time zones while the travel setting is not set to Preserve First Stop, the following error message is returned:
Error: ERROR 30024: Solve returned a failure. "Stops" does not contain valid input for any route. Failed to execute (Solve).
Additionally a warning message is included indicating:
Warning: Location "Location #" in "Stops" is in a different time zone from location "Location #". The time zone for the route start time is thus ambiguous since the first stop is not being preserved.
This error occurs as the network is unable to determine which time zone to use for the specified start time because the Stops are in a different timezone. As stated in the warning, the timezone for the route start time becomes ambiguous as the first stop is not being preserved.
To resolve this issue, select one of the following solutions depending on the platform used:
ArcGIS Pro
To preserve the first stop
ArcMap
In ArcMap,the Preserve First Stop setting is located in the Layer Properties of the route analysis layer.
