Error 1931. Windows Installer cannot update the system file msxml3.dll

Error Message

During the install of ArcIMS, the following error is displayed:"Error 1931. Windows Installer cannot update the system file msxml3.dll"

Cause

The Microsoft XML Parser version is out of date.

Solution or Workaround

Download and install Microsoft XML Core Services (MSXML) 4.0 Service Pack 2. See the link in the Related Information section below.
