Dynamic link library UTQE32.DLL - The application failed to initialize properly (0xC0000135)

Error Message

When using SQL connectivity on a dual boot Windows/Windows NT machine, these error messages occur:"The dynamic link library UTQE32.DLL could not be found in the specified path C:\...""The application failed to initialize properly (0xC0000135). Click OK to terminate the application."

Cause

SQL connectivity is installed on only one platform, and ArcView will not boot on the
platform without SQL.
