"Error Could not Start the Web Server. Java.util.concurrent.TimeoutException" after Portal for ArcGIS 11.4 fresh install on Windows Server 2022 Datacenter

Error Message

After the successful installation of the Portal for ArcGIS 11.4, and the establishment of the new portal using the initial administrator account, the browser displays the error "The site cannot be reached" when attempting to access the Portal for ArcGIS website using the "https://portal.domain.com:7443/arcgis/home" URL.

Additionally, when examining the logs at "C:\arcgisportal\logs", the following error message is present:

"Could not Start the Web Server. Java.util.concurrent.TimeoutException"

The identical behavior is displayed by all ArcGIS Portal APIs, including Administrator and Sharing REST.

Cause

Exclusions for Portal for ArcGIS directories and processes were not configured on the Portal for ArcGIS machine.

Solution or Workaround

To configure Portal for ArcGIS 11.4 with the Windows Server 2022 Datacenter, add the following directories and process exclusions to both the antivirus and Microsoft Windows Defender.

  • \arcgisportal\dsdata\
  • \arcgisportal\db\
  • \arcgisportal\index\
  • \%ArcGIS Account%\appData\Local\temp\
  • %ProgramFiles%\ArcGIS\Portal\framework\service\bin\ArcGISPortal.exe
  • %ProgramFiles%\ArcGIS\Portal\framework\runtime\jre\bin\javaw.exe
  • %ProgramFiles%\ArcGIS\Portal\framework\runtime\jre\bin\java.exe
  • %ProgramFiles%\ArcGIS\Portal\framework\runtime\pgsql\bin\postgres.exe
