ArcGIS Pro: Underlying DBMS error

Error Message

When attempting to add a locator from ArcGIS StreetMap Premium or open a database in ArcGIS Pro, the following error message is returned:

Underlying DBMS error (Database corrupt error when trying to open database)

This issue prevents users from accessing licensed data and limits certain features when using ArcGIS Pro.

Cause

The StreetMap Premium data license file (.sdlic) stored locally on the machine is corrupted, outdated, or does not match the installed dataset, causing ArcGIS Pro to fail when accessing the licensed data.

Solution or Workaround

Download and replace the StreetMap Premium Data license file in ArcGIS Pro

1. Download a new StreetMap Premium license file.
   1. Log in to My Esri.
   2. Navigate to Licensing > License Files > Business Analyst and StreetMap Premium.

3. Download a new license file.

2. Remove the old StreetMap Premium license file and import a new valid license file.
   1. Open File Explorer and navigate to the following directory on the affected machine:

C:\ProgramData\ESRI\DataLicense

Note:
The ProgramData folder may be hidden on the machine by default. In File Explorer, click View > Show > Hidden items to display hidden items.

2. Delete the existing license file (.sdlic) from the folder.
3. Open ArcGIS Pro and navigate to Settings > Licensing > Manage your data licensing.

4. In the Manage Data Licenses dialog box, click Add.
5. Browse to and select the downloaded StreetMap Premium license file. Click Open and click OK.
6. Restart ArcGIS Pro.
