ArcGIS Monitor: Initial user required to login. Contact your administrator

Error Message

After installing ArcGIS Monitor 2024.x and attempting to login in a web browser, the following error is returned:

An initial user is required to login. Please contact your administrator.

Cause

In ArcGIS Monitor 2024.x, the post-installation workflow has changed from previous versions (2023.x). The initial administrator setup and repository database connection must now be configured using the new command-line interface, replacing the browser-based configuration used in earlier versions. This change applies only to fresh installations of 2024.x, as upgraded environments retain existing user configurations from 2023.x.

Solution or Workaround

Note:
This workflow is required for fresh installations of ArcGIS Monitor 2024.x and replaces the browser-based configuration used in ArcGIS Monitor 2023.x.

Create the initial administrator and establish the database connection. Refer to ArcGIS Monitor: Set up ArcGIS Monitor for instructions. Once completed, access the standard ArcGIS Monitor interface to create additional users.
